It usually surfaces at the worst moment: you need to open activity, file something, or download a certidão — and your NIF + password combination that worked last year bounces. You request a new senha. Nothing arrives. Someone tells you to go to a Finanças office in person, you do, and still nothing arrives.
We watched exactly this happen to a reader this month, with a business registration deadline attached. The failure has a specific, fixable cause — and there are faster routes back in than the one everyone gets told. Here they all are, ranked by speed.
How do I recover my Portal das Finanças password?
On the portal’s login screen, choose “Recuperar senha”: if your mobile number is confirmed with the AT, you answer your security question, receive a 6-digit code by SMS, and are back in within minutes; if it isn’t, the AT posts a new senha to your morada fiscal (registered tax address) in about 5 business days.
The details that matter:
- The SMS code expires within minutes of arriving — have the login page open and use it immediately.
- Choosing recovery cancels your old senha. Don’t request a letter and then keep trying old passwords; they’re dead.
- The letter path is the default for most foreign residents, because almost nobody confirms their contacts when they first get portal access.
Why did my new senha never arrive?
Because the letter went to your morada fiscal — the address in the AT’s records, not wherever you live now. If you moved and never updated it, every recovery attempt mails a new senha to your old address, silently, forever.
It is also why the in-person trip so often “fails” — but only because of what people ask for at the counter. The default request triggers another senha by post, to that same stale address. What you should ask for instead is a “senha na hora”.
What is a “senha na hora”?
A senha issued on the spot, at the counter, at any Serviço de Finanças (or a Loja do Cidadão with an AT desk). It exists precisely for this situation and the AT documents it openly: it is granted “nas situações em que esteja em causa o cumprimento atempado de uma obrigação tributária” — when a tax deadline is actually at risk.
The terms:
- Free, and available to individuals only — not to companies.
- Bring Cartão de Cidadão or passport. No proof of address needed, because nothing gets posted.
- Your previous senha is cancelled immediately.
- It is valid for 5 days and must be changed on first login, so use it the same day and set a real password straight away.
This is the answer to a stale morada fiscal, and it is the step most people locked out are never told about. Ask for it by name.
Can I log in without the AT senha at all?
Yes — Chave Móvel Digital (CMD) logs you into Portal das Finanças through the government’s central authentication (autenticacao.gov.pt), completely bypassing the AT senha. If your CMD is active, being “locked out” of the portal is a non-event: choose the CMD option on the login screen and you’re in, dead password and all.

Two notes on the slower end of the table:
- If the security question defeats you, the AT’s documented fallback is its password mailbox (portal-senhas@at.gov.pt): email it from the address already registered against your NIF, subject “Cancelamento de senha NIF _________”, with your NIF, full name and domicílio fiscal in the body. Be clear about what it does, though — it only cancels the senha. You then re-register and wait for the letter, so it does nothing for a stale morada fiscal. If you don’t know which email the AT has, a Serviço de Finanças can update it — and that is the same trip on which you can ask for a senha na hora.
- The procuração route is the one professionals quietly use: a contabilista with power of attorney can attend a Finanças counter and handle urgent procedures on your behalf while your own access is still broken. We watched this work on a real registration deadline this month. If a date matters more than the access itself, this decouples the two problems.
How do I stop this happening again?
Three things, all doable in ten minutes once you’re back in:
- Confirm your email and mobile number with the AT (portal search: dados de contacto; each gets a confirmation code). This single step upgrades every future lockout from a 5-day letter to a 2-minute SMS.
- Activate Chave Móvel Digital as a second, independent way in — whichever credential you lose, the other still works.
- Keep your morada fiscal current — it’s a legal obligation anyway, and it’s the difference between recovery working and recovery mailing passwords to your old flat.
I never had a senha — how do I get my first one?
That’s a different procedure: first-time portal access is requested online or when you get your NIF, and if you register with NIF + morada fiscal the first senha arrives by post to your registered address. The exception is worth knowing — register through Autenticação.gov with a Cartão de Cidadão or Chave Móvel Digital and no letter is sent at all, because you set the senha yourself on screen.
