How to Update Your Fiscal Address in Portugal (Mudança de Morada Fiscal)
How to update your fiscal address (morada fiscal) at Portal das Finanças when you move. Why it matters and how to do it online in 5 minutes.
Contents
If you move within Portugal - even within the same city - you need to update your morada fiscal (fiscal address) at Portal das Finanças. The address registered with AT is used for all official mail (IRS notices, IUC bills, certidões), all SEPA correspondence, and all eligibility checks for things like NHR district-specific rules and IMI calculation.
The whole update takes 5 minutes online and is free. This guide walks through it.
Why this matters more than people realize
The fiscal address determines:
- Where AT mails your senha if you ever request a new one
- Where IRS payment notices arrive if you owe
- Which Repartição de Finanças is your local office (matters for in-person help)
- IMI calculation is partly based on parish (freguesia)
- Eligibility for some local benefits (e.g., interior-region tax incentives)
- Residency continuity for citizenship applications
Address mismatches between AT, AIMA (residency authority), and your bank are a common cause of bureaucratic friction during permit renewals.
When you don’t need to update
- Short-term travel (vacation, work trip under 3 months) - no update needed
- Living between two PT addresses - pick one as primary fiscal address; update if the primary changes
- Moving abroad - different process: declare emigration via Anexo J on next IRS, request “alteração de residência fiscal para o estrangeiro”
For a domestic move within Portugal, this guide applies.
The walkthrough
Log in at Portal das Finanças ↗
Standard login: NIF + senha or Cartão de Cidadão / Chave Móvel Digital.
Navigate to 'Identificação do Contribuinte'
Path: Os seus serviços → Identificação → Dados Pessoais Relevantes
Or search “Comunicar morada” in the top search bar.
Click 'Alterar Morada'
AT shows your current registered fiscal address. Click “Alterar” (or “Comunicar morada” depending on your portal version).
You’ll get a form to enter the new address.

Fill the new address
Fields:
- Código postal - the new postal code (NNNN-NNN format). Type this first; AT auto-fills locality and parish.
- Rua / Avenida - street name
- Número de porta - building number
- Andar / Fração - floor and apartment letter (if applicable)
- Data de início - date you moved (or the date the new address became your primary residence)
Verify that the auto-filled locality (concelho / freguesia) matches reality. Sometimes postal codes span boundaries and AT picks the wrong default.
Submit and download the comprovativo
Click “Confirmar alteração”. AT updates immediately. Download the comprovativo PDF - useful for:
- Updating your bank with proof of new address
- Updating utilities (EDP, Galp, water company)
- AIMA renewal, if your residency permit lists an old address
The change is effective from the date you specified, with audit-trail logging at AT.
Update Segurança Social separately
AT and SS don’t auto-sync addresses for individuals (only the initial activity-opening communication is automated). Update SS Direta separately:
seg-social.pt → SS Direta → Identificação → Alterar morada
Same form structure. Both systems should now show the same address.
What happens next
| Surface | When updated |
|---|---|
| Portal das Finanças | Immediate |
| Future AT mail | Goes to new address from confirmation date |
| In-flight mail (already sent) | Forwarded by Correios to your old address until you set up forwarding |
| IRS Modelo 3 next year | Auto-pulls new address |
| Certidões de não dívida | Show new address from update date forward |
| AIMA residency permit | Does NOT auto-update - separate process at AIMA |
| Your bank, utilities, employer | Don’t auto-update - you must inform each separately |
Setting up Correios mail forwarding
If you’re worried about mail in-flight (especially senha re-issuance, IRS notices) during the transition, set up redirecionamento de correspondência with CTT:
- Visit any CTT post office, or ctt.pt → Particulares → Redirecionamento
- Choose 1, 3, or 6-month forwarding period
- Pay €15-€40 depending on duration
- All mail addressed to your old address gets forwarded to the new one
Useful as a 30-day safety net.
Common mistakes
Forgetting Segurança Social. Updating only AT means AT mail goes to the new address but SS continues to mail to the old one. Update both same-day.
Wrong postal code. AT pre-fills locality based on postal code; if the postal code is wrong, the locality is wrong. Double-check from your CTT-issued correspondence (utility bill at the new address, if you have one).
Updating before actually moving. AT lets you set a future “data de início” but if you set it BEFORE you actually move, you’ll be officially registered at an address you don’t yet occupy. Doesn’t usually matter but technically wrong.
Not updating bank/utilities. AT update doesn’t propagate to private institutions. Update your bank, energy provider, water company, internet, mobile phone, and employer separately. Easy to miss one for months.
Forgetting AIMA. If you have a residency permit (TR, Golden Visa, D7, D8), the address on it must also be updated at AIMA. Separate process, more bureaucratic. Plan to do this within 60 days of moving.
