If you’re a freelancer (recibos verdes) in Portugal, every quarter you have to declare your income to Segurança Social. The system uses this to calculate your contributions for the following quarter. Skipping it means SS uses last-known income or worst-case estimates and you may be over-billed.

Log in at Segurança Social Direta ↗
Go to seg-social.pt and click “SS Direta” in the top-right. Login options:
- NIF + senha - register first if you don’t have one
- Cartão de Cidadão with chip reader
- Chave Móvel Digital - if you have it set up
First-time users: register at SS Direta (separate password from your AT password). Takes a few minutes.

Navigate to 'Trabalhador Independente'
After login, find:
Menu → Trabalho → Trabalhador independente → Declaração Trimestral
Or search “Declaração Trimestral” in the top bar.
Choose the quarter to declare
The system shows your pending declaration periods. The current quarter is highlighted; previous unfiled quarters are listed below.
Click on the quarter you need to file. If the deadline has passed, you can still submit but may get a small fine.

Enter your gross income for the three months
Fields:
- Mês 1 - gross from category B services in the first month of the quarter
- Mês 2 - gross from second month
- Mês 3 - gross from third month
- Total - auto-calculated
This is gross before any retention (the full amount on your fatura-recibos), summed for the three months. SS Direta sometimes pre-fills these from AT data - verify the numbers match your records.
Decide on the ±25% contribution base adjustment
By default, your rendimento relevante (the base SS contributions are calculated on) = 70% of your declared income. SS lets you adjust this ±25% in 5% steps:

This adjustment is per-quarter - you can change it every time you declare. Most people leave it at 70%.
Reasons to lower: cash flow tight, expect higher income in future years to make up the pension shortfall.
Reasons to raise: high-income year you want to lock into pension history, or you’re approaching retirement and want max contributions in last working years.
Verify the calculated contribution
SS Direta displays:
- Rendimento relevante = your income × 70% (or your adjusted %)
- Bounded base - between 1.5×IAS minimum (€805.70/month in 2026) and 12×IAS maximum (€6,445.56/month)
- Contribution rate - 21.4% standard
- Monthly contribution - applied for the next 3 months
If you’re in the first 12 months of activity, the contribution shows €0 with a note about the SS exemption (CRC art. 145). Verify this - if SS hasn’t applied the exemption automatically, file a request via Menu → Pedir Isenção.

Submit the declaration
Review and click “Submeter”. You’ll get a comprovativo PDF with the declaration reference number.
After submission, you can’t edit. To correct mistakes, use the separate “Substituição de Declaração” flow within ~30 days.
Set up direct debit (if you haven't)
If you don’t already have automatic payment set up:
Menu → Conta-corrente → Aderir a débito direto
Provide your IBAN. SS will auto-debit your monthly contribution on the 20th of each month (or the next business day).
Without direct debit, you have to manually pay each month via Multibanco reference, which is easy to forget. Late payments incur 4% annual interest on top.
What happens after submission

Common mistakes
Forgetting the first declaration after the 12-month exemption. Your first non-exempt declaration is due in the quarter following your 13th month. People sometimes coast past this thinking the exemption is permanent.
Reporting net instead of gross. SS wants the GROSS from your recibos verdes (before AT retention, before bank fees). Reporting net underreports your income and triggers a correction request.
Confusing tax retention with SS. AT’s 25% retention on PT business clients is IRS prepayment, not SS. It has nothing to do with the SS contribution base - both are calculated independently.
Adjusting base ratio too aggressively low. Setting base at 52.5% saves a few hundred euros now but reduces your future pension proportionally. For PT residents who plan to retire in PT, this trade-off is real and matters more than the immediate cash savings.
Worked example
You’re in your second year of activity, no SS exemption left. Q1 2026 (Jan-Mar) declarations:
- January gross: €3,000
- February gross: €2,500
- March gross: €4,500
- Quarter total: €10,000
At default 70% base ratio:
- Quarterly relevant income: €10,000 × 70% = €7,000
- Average monthly base: €7,000 / 3 = €2,333.33
- Within bounds (above €805 min, below €6,446 max)
- Monthly contribution: €2,333.33 × 21.4% = €499.33
You’ll be charged €499.33 each month for April-June 2026.
If income drops in Q2, the next declaration recalculates downward. If it spikes, contributions go up next quarter.
